If I am looking for an efficient web designer I will look if the designs in the portfolio are just ?pretty“ concepts or if the designer actually has taken care of the very specific requirements of the web. Is there a basic understanding of what is possible in Web Development, did they take interactivity in consideration (hover, focus, small animations, scroll), does the design work on all screen sizes (not just one desktop and one mobile view), are distances/borders/colors/font-size/… following a system for related elements, … If they take care of that stuff AND make it look pretty, it’s a keeper.
