Rick is correct. There are those in the scientific community who shouldn't be communicating directly with policy makers. Some simply can't explain their work in a way non-scientists can understand it. Others show disdain for people who work in the policy arena. And there are those researchers who believe the value of their work is so self-evident that no one should have to explain it. None of these people should be talking to policy makers, or the general public. Effective communication is a skill that not everyone possesses, or cares to improve. Listen to those who understand how to communicate across disciplinary and cultural and social lines, and let them lead such efforts.
