You have to calculate lifespan, throughtput, variability, urge, demand, and many other factors.. so you finally get the "LifeCycle" formula. I like code, I don't think small, I don't think big.. and the last has been my largest regrets.. great projects & ideas that deserved more. A perfectionist, will never finish it.. perfection fluctuates too much .. and details.. well that's something else. Docstrings doesn't outweights Object Oriented approach, but in the long-run you need both.

The non technical answer is to design for scale at the requirements gathering stage. Every project, whether software or not, has requirements. Having a number and a trajectory to aim for will allow you to make informed choices and compromises. And document them!

I would also add that there should be some headroom in the capacity planning to deal with sporadic spikes. And there should be a constant capacity projection based on the collected metrics, so that the system capacity is increased ahead of the user base growth.
