In my experience the only way to ensure cost-effective threat modeling is to know your budget. When you know your budget you can spend/invest your budget most effectively - that is how you ensure the most cost-effective threat modeling. Without a given budget financial guys will want the cheapest solutions and risk managers the most comprehensive solution.
