With statistical models you can remove that noise and get the average rate of expenses. I take the assumption that the past is going to continue as is, with inflation, except if we take actions. I focus the discussions with key stakeholders only on those actions and their potential impacts. As new aggregated expenses arrive over time, I also analyze them to statistically detect the signals which can be stated as ??not noise??. These signals are to be further analyzed (root cause analysis) to, potentially adjust the rolling forecast with new information.
