Spot those individuals who are taking lead in given tasks in spite of knowing that they are not supposed to take a lead, ask them to share their feedbacks and inputs then build a small group wherein these individuals can help their subordinates and mentor them where they need. So by adding more people under them they will grow and will be able to mentor others easily.
