To begin with, Organization needs to set their Balanced Score Card. BSC is a strategic management framework that provides a balanced view of an organization's performance, It includes metrics on Finance, Clients, Processes and People. Setting expectations, defining smart goals, regular feedback, documented performance, Training and development plans, recognition, continuous improvement and follow ups. Performance appraisal is an integral component of the Performance Management process, and three important considerations during its implementation should include thorough planning, clear communication, and the delivery of constructive feedback. When engaging in performance planning, the focus should be on defining Objectives/Key Result Areas, assigning weightages in percentage terms, establishing targets, and defining relevant measures. This is the hardest and the most underestimated part of the process. Most of the times, if the demand for performance appraisal is not natural (usually stakeholders or owner want that, just because rivals do it), fancy and well advertised models are chosen. But ignoring the premature optimization results unexpected (or ironically, expected). That's why I recommend to start with basic and simple models. Ultimately, performance evaluation is a culture. Untill the culture is completely builded, you can't get good results. And doing it with complicated models such as 360-degree will result complete failure...

For any performance appraisal to be initiated the performance goals have to defined on the realistic achievements which can be performed and have to measurable , though may be tangible or intangible. The definition of achieving these goals should be set and explained to the individuals : Giving them a brief on how to achieve the set goals, the parameters , the criteria and any requirement or resources needed during the process should be explained Continuous monitoring of the defined goals during the self assessment A realistic rating mechanism with clear definition on the progression, promotion or improvement plan. A bell curve analysis to identify the talent and balance the individuals and organisations goals

From my experience: - Avoid self review ratings. Managers usually end up defending their rating against self review rating rather than focusing on feedback. - 360 degree reviews are a great tool. But allow manager to go through them and take the call. Managers know whose opinion from the 360 group matters the most.

While there are tons of methods available, I find continous feedback loops to be the most effective and reliable evaluation of one's performance. It leaves room for improvement, eliminates recency bias, is point in time feedback and can be collected from all relevant stakeholders.

In my opinion, more than one method should be used to avoid any chances of missing out on important data or information. And the methods that are being used must be objective, to avoid any biasness.

In my experience, I’ve found many individuals (especially hourly, entry level folks) are not utilized for their insights/opinions when it comes to the review process. When your employees are truly your customers, and not lesser than, it drives a real and meaningful dialogue to take place often. Which can take much of the stress and frustration out of the annual review process. This should not be a “new” conversation, wether the employee is performing at a high level or not. I’ve found the framework may need to be adjusted based on your employee population, and the natural evolution of the company culture. I suppose that at the core of any great leader, is someone who has a pulse on those around them, and adjusts accordingly!
