The clear definition of monitoring goals and objectives is the critical and is more effective when they are more focused and relevant to EBSs and required SLAs but without right conversion to baseline and other monitoring implementation methods, they would be in the theoretical stage, so you need to know what tools are available and how many of them can help you in which direction and what parts of your business( infrastructure). Maybe you should consider the combination of multiple tools or to customise because services are more complex and have different objects. There is not an optimum position in the way of the monitoring process, so you should define daily improvement tasks in different levels of your organisation to get feedback.
