Measuring the time fill does not tell you much about the process, as it doesn't capture when the candidate applied. However, measuring the time to fill with the successful candidate can tell a complete story, including the time the candidate spends in each stage of the process which measures both TA and the hiring manager's engagement and priorities.

ATS systems have lots of data, but often get in the way of hiring great candidates. Start simple with spreadsheets. Define your interview process before you decide on the metrics. For me personally I do not utilize metrics on candidates I work with. The reason I don't, is because each individual is different. Knowing them genuinely by talking about who they are and what they like and don't like are very important to me. There is no metrics on that. The time it takes to place a candidate can be vastly different. Some individuals can be placed in one day and other may be 4, 5, 6, months or longer. This weighs on what current open positions there are and which openings are an urgent need. Another thing that can take time is that I want the candidate to know I'm not concerned with them taking just any position. I want them to take the position that's "the One" an amazing fit for them and the company.

Time to hire is not the metric people should be concerned about. If you are doing things right and the metrics you are measuring are objective, time to hire will naturally come down. The key is the success rate at each step. If you have set KPIs to measure the ratio at each stage, it will instantly tell you for each job, where in the process you are having issues. Then it is as simple as applying root cause analysis to figure out the problem and devise a countermeasure.
