How can you effectively manage change in a decentralized institution?

Considero que la gestión del cambio ya sea en una institución centralizada o descentralizada, radica en los valores que la cultura organizacional profesa, como fundamento real para construir y no sobre lo que hoy "parece" y ma?ana no. Con la experiencia de haber trabajado en el sector público y privado, me he percatado, que éstos guían la toma de decisiones, predicen el comportamiento de los colaboradores y los resultados, por ejemplo, la transparencia, ayuda a una comunición precisa y oportuna a todos los actores relaciondados con el cambio, igualmente, la rendición de cuentas permite que todos sean responsables por sus acciones y la equidad entre otros, asegura que el cambio no genere discriminación y todos puedan beneficiarse.

Para gestionar eficazmente el cambio en una institución descentralizada, es fundamental implementar la Gestión del Cambio como aliado en el proceso de transición hacia una estructura descentralizada. Avanzar hacia esta transformación implica un desafío que requiere un enfoque estratégico y una gestión eficiente para garantizar el éxito en la implementación de cambios significativos

Examine the organization's history with past change initiatives - what worked well, what didn't, and what lessons can be learned? This provides vital context. Map out the organization's culture - the underlying assumptions, behaviors, processes that shape how work gets done. Culture can powerfully enable or impede change. Identify informal influencers and opinion leaders beyond just positional leaders. These can be crucial allies or roadblocks. Assess the organization's capacity for change - its resources, skills, experience, and bandwidth to take on a transformation. Use tools like force field analysis to anticipate driving and restraining forces that could impact the change process.

Change is never easy, even when it is wanted. So first of all, it is important to understand what motivated the change(s) and what is the goal to achieve. Will the means be given and how the communication about the evolution was given? Who is to be in charge and who is going to actually deal with the changes. To work, it has to be understood and supported. Regardless of the personal reasons.

La ED que tiene autonomía de ejecución operativa y presupuestal,se genera un cambio acelerado y ágil,si el equipo es maduro,resiliente,con comunicación efectiva,dirigido a objetivos, dispuesto a aprender y adaptarse a los cambios.Si el cambio es superficial desgasta al equipo ya que por su inercia que tienen,desacelera sus procesos,por que ya tienen un sentido de pertenencia alto,claridad de procesos, enfocado en el resultado,cuida su capital humano e infraestructura para maximizar los resultados.Los cambios en ED deben ser dirigidos a procesos que incrementen producción, mayor rentabilidad,así asegura triunfos a corto plazo,el sentido de urgencia se acelera,busca eliminar los obstáculos y potencializa el crecimiento del capital humano.

Il faut identifier les personnes envers qui ce changement n'est pas un bénéfice. En effet, un changement peut entra?ner une restructuration de la dynamique de groupe à tel point que le marginal secant d'un groupe social peut changer. Les enjeux de pouvoir peuvent être modifiés. à contrario, il faut identifier les personnes envers qui ce changement sera bénéfique. Ces personnes peuvent être des éléments moteurs dans la démarche de l'accompagnement au changement.

Develop a comprehensive change communications plan and strategy from the outset. Identify key messages, audiences, channels, and milestones. Communication should flow from the senior leadership team who must role model the behaviors and mindsets expected for the change. However, don't rely solely on the "voice from the top." Identify and empower change champions and ambassadors across the organization to reinforce the messages. Use multiple channels and creative formats - town halls, video messages, interviews, blogs, etc. Vary the mediums to increase engagement. Frame the change vision in an inspiring, motivational way that resonates with people's hopes and values beyond just making a rational business case.

It all depends on how forced this changed it. And if it is voluntary. I am a big believer in transparency. So communicate clearly, factly and frequently. And have the opportunity to hear and answer those who do not accept those changes easily.

Stakeholders need to understand the underlying intent in the change (or changes) you're trying to achieve. Understanding the intent, coupled with an atmosphere of autonomy in the stakeholders, is the key to manage change in a decentralized manner. In order to inspire autonomy in the stakeholders you need to understand their POV as well and truly dive deep in their day to day, this will allow you to create a two-way street with them, and through this relationship, as well as encouraging them to do the same with other leaders and stakeholders, you can achieve innovation, and give them the courage to act independently following your, hopefully clear, initial intent, but in a more effective way.

Il y a plusieurs profils types de comportement lors d'un grand changement. Il y a des personnes récalcitrantes au changement, des personnes inertes au changement et des personnes favorables au changement. L'idée est de faire changer les personnes récalcitrantes vers inerte puis favorable au changement. Cela est possible en mettant en avant le comportement des personnes favorables pour qu'elles soient motrices dans la dynamique de groupe.

Conduct a thorough review and map out all policies, processes, metrics, budgeting systems, reporting lines, decision rights etc. that may need adjusting to properly enable the new ways of working. Don't just tinker around the edges - be willing to fundamentally redesign core management systems like performance management, incentives, career paths etc. if they are misaligned. Changes to formal structures like organization design and governance models may be required to clarify new roles, responsibilities, and accountabilities. Underlying management processes like strategic planning, budgeting, talent management etc. may require retooling to integrate the new priorities.

Pour assurer la bonne tenue d'un changement, il faut un projet construit selon la méthode de la roue de Deming (plan, do, check, act). à chaque étape, il faut s'assurer de la solidité de l'étape franchie avant de passer à la suivante. Il faut mettre en place des indicateurs de suivi des résultats quantitatifs qui sont représentatifs du changement à mener.

Como decía el físico Lord Kelvin “Lo que no se mide, no se puede mejorar”. Para supervisar el progreso y el impacto del cambio debemos de establecer métricas que nos permitan hacer seguimiento. ?Qué KPIs serían interesantes? Para medir el progreso del cambio: cumplimiento de los plazos previstos para la implementación (hitos, fechas límites de proyectos/actividades clave), avance de la adopción del cambio (% de trabajadores que ya trabajan con las nuevas herramientas implantadas), feedback de los empleados (encuestas periódicas), indicadores de desempe?o (revisar indicadores clave de desempe?o relacionados con las áreas afectadas por el cambio). Para el impacto del cambio: Productividad, satisfacción del cliente, rentabilidad, Innovación.

Adapt your change vision/case to resonate with specific unit/group situations versus taking a one-size-fits-all approach. Identify positive deviant examples already embodying the change within pockets of the organization and highlight them as models. Celebrate the innovative contributions and bright spots that come from unleashing diversity of thought. Invest in culturally-competent change champions and training that accounts for diverse sense-making and learning styles. Monitor impacts, listen for concerns, and course-correct the change approach based on how diverse populations are experiencing it. Recognize that the pace of change may need to vary based on the unique starting points and capacities of different groups.
