Este es el primer gran reto de quienes abordamos asuntos públicos de forma profesional, puesto que debemos hacer que los esfuerzos de los implicados (gobierno, administración pública, ONG's, comunidad emprendedora, etc) pasen por las 4 rejas: Socialmente Deseable, Tecnicamente Factible Economicamente Viable y Politicamente Aceptable, Si se cumplen con esos criterios se debería poder adelantar que va a ser un esfuerzo que rinda frutos. Es importante también mencionar que debe cumplir con los criterios SMART. (SMART Specific, Measurable, Achievable, Relevant, and Time-Bound).

En el tema especifico de la reactivación de distritos comerciales es importante primero identificar quienes son las "unidades económicas" de la zona, georeferencias ayuda mucho, puede ser por medio de herramientas gratuitas como Google Maps, en México se cuenta con el DENUE del INEGI, en el se pueden identificar cuales son algunos integrantes de nuestra audiencia, también las redes sociales funcionan como una herramienta para acotar la identificación de audiencia y patrones de intereses e inquietudes.

En mi experiencia quienes abordamos asuntos públicos de manera profesional debemos insertarnos a los canales de comunicación ya establecidos por los involucrados. Las herramientas son variadas y con distintos alcances. Se pueden usar herramientas novedosas como grupos de whatsapp de comerciantes de la zona, rese?as y opiniones existentes en los perfiles y páginas de los negocios locales y demás. Se recomienda mucho encontrar la oportunidad de reunir de forma presencial a los involucrados, las reuniones presenciales tienden a brindar más información que los esfuerzos digitales.
