I believe to that effectively, you must clearly establish the process upfront, so once it's time to have contract negotiations there are no surprises. Any adds, moves and changes must be communicated before being passed along to another department for review. Issues of uncertainty must be addressed upfront so there is clarity going forward to feeling comfortable with terms and conditions. Have a full understanding of what could potentially be sticking points.
