Subsequently, they should do what and when is right for the business. I know it is a bit hard to explain in a quantitative way, but the business owners are supposed to have it.

The best is first to assess whether your company is antifragile or not (coined by Nassim Taleb, author of "Black Swan"). Most of solid companies are indeed very fragile. Then, try to make your company as antifragile as possible to (1) survivre the uncertainty and to (2) benefit from it. Plan your action plan accordingly. Even though there are old tools, SWOT and PESTEL can still be very useful.
