It totally depends on the requirement,work nature, no if employees and all. Once we have the requirements we can think about high availability ,redundancy, configuration and security. So before we make any design we need to have a clear picture that what we want to achieve

If the company is steady, then weigh out the costs of owning assets vs. cloud assets, keeping in mind that owning has additional costs such as staff, space and energy usage. Also, keep in mind the responsibility model. Cloud services take on some of the responsibility for your services. Apart from the above, you should also consider which kind of DC you need like Sandbox, DEV , Pre-Prod or Prod. Have a security level and scaling plan according to that.

In my experience all the factor listed above is crucial to determine the best network design strategy for any business model. Like: IT Services ,Projected users growth in next few years and peak time , Bandwidth,management,scalability,Reliability,Uptime, choosing the right product , cost,implementing industrial best practices , SLA, testing and optimization, etc but i also believe We have to be realistic while designing a Network . The few important aspect to be considered must be: 1.Understanding the business model. 2.Business Growth , Scalability & Granularity of Networks. 3.Deployment & Operational costs. 4.Capacity of Network & must be able to handle any heavy load at least for the projected time. 5.Adopting Future Technologies. Etc…

Another piece to add is to consider network redundancy. Should you consider a second network provider in case of your primary failing? Should you plan for hot spare or cold spare networking equipment depending on the needs of the company? How important is it and in what time frame do they need to be up and running again in case of equipment or network failure and outages?
