Perhaps the first stage would be to do qualitative data collection through focus group discussions, interviews and so on. Later, quantitative data can be collected via a questionnaire or secondary data. If there are already existing validated questionnaires, the qualitative data stages may be skipped. It is vital to note though that each data type has pros and cons which you must consider before selecting one or more.
