How can you define the roles of a web designer?

Some things to clarify, if we are talking about web design, do we need HTML and CSS? These are more for web development/ front end development isn't it? To add, the web app designer will need the knowledge of how the user will interact or use the web app, so we can create a seamless design for them. Obviously if a designer is having the knowledge of development it's great combination, but somewhere I feel if that's the case the dev version of the Designer will not allow the designer to give his best. This is just my personal opinion, based on what I've seen.

It's easy to get bogged down in technical details of languages, tools, and components, but depending on team structure, SOMEONE needs to keep in mind the purpose of the site. Why it exists, the context it exists in, and how it's expected to be used. Is this a virtual store that a person is expected to visit on their phone to make a purchase? Is this an informational government website intended for low income users with low performing devices? This big picture will inform all those other decisions: what languages, what tools, what design choices. Experimental navigations, ease of usability, etc.

This is a really good point since I noticed some people think they are the same. Designers mainly focus on appealing looks. However, when it comes to web design using WordPress or other CMS, I could use certain plugins to embed the functions that clients need as a web designer. Personally, I don't mind exploring and learning how to use a plugin by reading its documentation. But when it comes to certain situations only customized code or plugins could solve the problem, it will definitely be the developer's time to shine. Therefore, designers and developers need to work together.

If you are looking for a webdesigner, naturally you consider the skills and experience of the designer or agency. For me, what is equally important (if not more important) is the designers capability to understand its clients, their personality and values, their goals and their expectations. Only then a webdesigner is fit to deliver a product (website) that truly translates the DNA of your business, its expectations and the required results.
