Though Articulate Storyline has a "player" that's responsive, it doesn't do the greatest job of resizing text and shapes natively. If you're looking to support a mobile-first audience, I'd recommend using Articulate Rise. You'll have room for less custom interactions, but the entire experience is much more friendly on mobile or tablet. Also, Adapt is a great free responsive authoring tool.

SCORM is out of date - does the module open in a new window, pop-up, or inline? In 2001 when the SCORM 1.2 standard was confirmed these options were valid. In 2023 they are not. New window, has become a new Tab - and returning to the Tab that has the LMS course page isn't always obvious. Pop-up windows are generally blocked and in a corporate managed IT environment will be blocked. And, displaying inline tends to be a constrained space after allowing for the LMS's banner, menus, and blocks. Making SCORM responsive is a bit like trying to add colour to a fax message.
