En mi opinión y según nuestra larga experiencia en el area, es primordial para crear politicas/matrices de riesgo/procedimientos u otros documentos que nos sirvan para potenciar la seguridad en las empresas: 1. Conocer bien los procesos que se desarrollan en las organizaciones y las actividades que se realizan para ejecutar el trabajo. 2.- La identificacion de los procesos debe realizarse en conjunto con las jefaturas y trabajadores, y llevarlo a un diagrama de flujo. 3. Identificar los peligros asociados a cada puesto de trabajo/proceso/actividad. 4. Usar una metodologia establecida para evaluar los riesgos. Definir entonces los programas de trabajo conforme a la realidad de la empresa. Listos para comenzar a trabajar???????

All the 7 points are very relevant to frame out the policy and procedures for OHS. Policy is the static document that will guide us to generate the target and objectives. Every objectives are related to workforce and feasible, actionable, practical and ease to adopt. The objectives and related procedures should be linked and understand by every workforce. It must be easily available in local language. The awareness and training on each objectives and procedures should be imparted to each workforce as per their TNI. Periodic review and monitoring by senior team members to know the result and concern.

Before starting drafting and designing procedures we have to implement control measures that will not rely on workers behavior (by consulting SMEs, workers and supervisors), those measures will protect group of workers instead of one worker and it will leave us with few risks need to be controlled by procedures.
