However, to achieve a solid and effective system, it is crucial to structure short-term objectives in a Higher Education Institution (HEI), we must take into account that it depends not only on the needs of the organization but also on the maturity of the team and the stage at which the institution is located. To build a system within the institution, the characteristics of an open system must be considered: Input, process, output, limit and environment in an open system. System improvement is achieved through continuous improvement of its components.

Firstly, establish clear objectives for both short-term accomplishments and long-term vision. Secondly, allocate resources effectively, ensuring that short-term goals support progress towards long-term objectives. Thirdly, regularly review and adjust strategies based on evolving priorities and external factors. Fourthly, communicate the importance of balancing short-term wins with long-term sustainability to stakeholders and team members. Finally, foster a culture of adaptability and resilience, encouraging flexibility in response to changing circumstances while staying focused on long-term aspirations.

What is your reality? Many institutions set goals for the sake of setting goals, or to please another party. Example goal: 20% increase in enrollment for the new academic year. Everyone is happy to hear that 20%; management sees profit, departments see new resources, some may convert this success into salary increases, and so on. How does this goal compare to the reality in terms of resources, circumstances, and prior/existing data? For continued motivation and long-term growth (if growth is the goal), reasonable goals are key. Surpassing a goal of 10% in the first year will more likely give a motivation boost to achieve higher goals in the following year; the reduction in stress to compete and achieve will result in a happier workforce.

My practice has always been to identify the goals and work backward to see how long it will take to accomplish them. Taking university graduation rates, for example, we can improve those rapidly by working with super-seniors and students nearing completion. That will plateau though, so we need to concurrently establish clear financial and academic pathways for our new students. We all have limited resources, so assessing non-cognitive variables can help us determine which students will most greatly benefit from additional personal support on their journey. In essence: Identify goals; Build the plans; Implement with partners; Assess constantly.
