Hygiene factors, while no doubt important, are less effort intensive. An organization can take a call on its positioning and do periodic benchmarks. This can apply to hygiene factors like salary and policies where a half-yearly or yearly benchmark is sufficient. Motivators are in turn, much more effort intensive and while being seemingly repetitive, require constant reinforcement. For eg. its not enough to tell an employee during yearly appraisal how his work is linked to bigger purpose. This has to be constantly reinforced at every opportunity, even it it looks repetitive and a tick-mark exercise.

Hygiene factors are the first set of factors in Herzberg's two factor theory which encompasses extrinsic elements such as salary, job security, work conditions, company policies and interpersonal relationship. Motivators are the second set of factors which encompass challenging work, recognition, responsibility, and opportunities for growth and advancement. Take for an example today in the case of giant IT companies in India, both motivators and hygiene factors play a crucial part in terms of job satisfaction and retention. But in case of mid-sized companies or product based companies, extrinsic factors lead to higher job satisfaction and retention of employees though the scope of long term relationship and connection is less here.

In the newer age, perhaps there is a constant battle on what I can call as hygiene vs what is a motivator. With the battle for talent, one company's motivator is mere hygiene for the other. - Company A provides opportunities for faster promotions; sorry but that's just hygiene for company B where people can move laterally / diagonally / can move just after 12 months of tenure in one role etc etc. - Company A provides 1 day of the week work from home - there goes company B with a complete remote environment and steals the show Motivators are highly dynamic now, and can constantly become hygiene themselves as the years pass. To keep talent engaged, companies have to go far beyond Hertzberg basics.

On the other hand, the toppings, representing Motivators, are the exciting elements - challenges, growth opportunities, recognition, & achievements. These are what make the workplace truly enticing, much like delicious cake toppings. Like cake needs a base and toppings, workplaces thrive with Hygiene Factors and Motivators.

Connecting meaning and significance to work is an often overlooked element of motivators. Employers, managers specifically need to intentionally communicate and co-create meaning to work with employees.
