From my experience a full understanding of both primary and secondary legislation ?? is paramount to understand compliance to regulations and requirements Moreover, locating the relevant standard for the equipment (often BS / EN / ISO / CEN) will include design, testing, inspection and thorough examination criteria to be undertaken ?? . Often this information can be located on the data plate / declaration of conformity ?? etc which will also stipulate a year of manufacture. The year of manufacture ?? must be considered when reviewing standards to ensure the correct version of the standard is being reviewed or applied.

I can speak from contractors perspective but not engineering. I implement whatever your design is out in the real world. So the stuff you're designing back at the shop and then sent your print off to a local shop to have it manufactured or out to us in the field three states away and we build it according to your spec and go out there and put it in play. stuff works and stuff doesn't work it honestly depends on a million factors I'm sure or I would assume. What I would like to say is maybe a program can be developed that would tell an engineer when they're developing something & they fit that piece in the puzzle of Prints maybe it would kick it back to them and shows the brace/column that's in the way. All in all usually very smart people
