What is monitored can be tied to behaviors such that any intervention can be tracked using a specific metric. The obvious example is phishing simulations.

So, using comics in addition to the standard style might well gain the desired traction with the program. Still, one should not forget cultural specificities. If there is a cultural mismatch, training might not be expected at all.
