How can you align project scope with procurement management plan?

In order to understand the objectives and requirements, project leaders often need to conduct thorough stakeholder interviews. Engaging with project sponsors, end-users, and other stakeholders can help them to gather insights into their expectations, concerns, and desired outcomes. This involves active listening, asking probing questions, and seeking clarification to ensure a comprehensive understanding of the project objective and requirements. This direct engagement not only provides valuable information but also fosters stakeholder buy-in and collaboration, laying a solid foundation for successful project delivery.

You need a clear defined scope before you can establish any type of procurement plant that will mesh with the project schedule. Define the scope, identify critical path items and long lead items, establish procurement priority and then work the plan. One thing to keep in mind is the time it takes to establish and execute PO's or subk's - in today's markets, I've found that time frame is significantly longer than it has been in the past. Budget the time accordingly, leverage existing relationships with vendors to the extent that you can.

I recommend aligning the Procurement Management Plan to the Project Scope, which drives the project. Identify what services/products must be procured early for long leads. Choose a contracting strategy that best serves the project's needs (Lump Sum, T&M, Cost Plus, etc.). Ensure the Procurement MGMT Plan is finalized by the business unit (preferably by the PM). The ultimate decision-making authority lies with the business unit - the PM.

Project leaders need to understand the Procure to Pay (P2P) process of the organization they are working for. P2P covers the end-to-end lifecycle of acquiring goods or services. It encompasses requisitioning, sourcing, purchasing, receiving, and payment. Efficient P2P contributes to project success by ensuring timely access to resources. Streamlining procurement reduces project delays, enhances budget control, and mitigates risks associated with inadequate or delayed supplies. Effective vendor management within P2P strengthens project relationships, while automation and transparency in the process promote accountability and compliance, optimizing overall project efficiency and outcomes.

Once there is a scope lock, the equipment list and requirements are well defined and identified, the capacities and project deliverables are identified, then one can start put a procurement action plan, which will start with putting a request for bids / quotes (RFB) together for the equipment's and start collecting quotes for cost and lead time for the equipment's.

During the definition stage, and as part of the Program Management Plan, develop a subsidiary PROCUREMENT MANAGEMENT PLAN. It should outline the procurement strategy, procurement methods, contract types, and the overall approach to managing external acquisitions in a way that is in line with the program or project scope and objectives. Its main objective is to set the standards to be followed by all the components during the delivery (execution, controlling) and closure stages.

Be sure to include Marketing and/or Brand Management in these early conversations. The decision to make/buy or whether your company would rather hold inventory or anticipate out of stock will be tied to the culture of the company and needs to consider current marketing campaigns.

The three-way match usually needs to be completed before an invoice can be paid.
