Generally that threat is something like a new facility, operations of an existing facility, or some piece of data that has been seized upon by some NGO or the media and wildly distorted. The industry/development that is the focus of these concerns needs to provide hard facts. The absence of information is a vacuum that NGOs and the media inevitably fill with their own narrative. If your operations or your development do not act proactively to occupy this space, you will be playing defense. Worse yet, if the media has already chosen sides against the development, you are in for a fight, and it is your own fault for allowing this to happen.
It is not so much about identifying problems, but looking for opportunities. Look for ways in which a restored environment could deliver more for people's wellbeing and prosperity. Think about the things that matter to the people living in your area; jobs, crime, safety, happiness, resilience to extreme weather. If you focus only on reversing decline of habitat or species or just how bad things are (litter, air quality etc), you may just make people feel guilty or depressed. A good environment is good for people. Why not celebrate this fact...and then aim to harness more of the good. A positive agenda works best.
