I have actually had to do this with a local agency, and the biggest challenge of finding hotspots is really the challenge of the underlying data quality. When the attending officer writes the report, they may not geotag it with the exact lat-long. They may say "this area name". Two officers might give slight variations of the name, etc. In essence, with things like that, you are restricting yourself to areal geometries or you are having to randomly place the incident within that areal geometry. That can influence your hotspot analysis.
