Cell sleeping involves switching off some cells or base stations during periods of low traffic or coverage overlap while maintaining the minimum service level. Load balancing distributes the traffic among different cells or base stations to avoid congestion and overloading.

The design should consider the environmental profile which the ran products are subjected to. Powerful power management using software will affect the temperature variation that the electronic components will experience this could introduce new failure modes that have not been a problem so far with the existing electronic components and technology.
