I have to jump in and recommend that you do not define your training goals before you understand the situation. This is one of the biggest mistakes you can make in driving results, yet it happens all too often. The number of times I've had stakeholders try and nail down the training target before deeply understanding the root problem and the reasons why that problem exists is countless. Where this leads is solving a perceived problem with training that ends up with a low probability of solving anything while burdening the audience further inhibiting the desired results. Figure out what's really going on and why it needs to change in the first place. Don't assume it's already well-defined.

2 Identify your target audience

The next step of needs analysis is to identify your target audience, which are the groups or individuals who will participate in or benefit from your training programs. Your target audience may include employees, managers, customers, partners, or stakeholders. Even if you understand the situation, have defined the training needs that align with the business objectives, the training still may not be effective if it does not consider the participants. Hence, it is helpful to meet a sample of participants to understand their profile and then design a training solution that will connect well with them. Aside from this, it also helps to adapt during delivery. Prepare for the best and be adaptable during the delivery. A proficient trainer is always watchful of the opportunities during delivery that he can utilize in a subtle manner to bring about the lessons and if it clicks there is nothing like it.

The third step of needs analysis is to assess the current situation, which is the current level of performance of your target audience and the factors that affect it.
