Vulnerability is a really broad and highly subjective concept to define and accurately measure all the time. It's also relative to the context or the presenting situation - eg. are all single parents vulnerable? Are all low-income families vulnerable? Do all children in social care end up in prison? Indicators of vulnerability overlap and change overtime so LLM / Gen AI with continuous human oversight would be invalauble.

In my view, ML can be used to meet needs of vulnerable populations in the following manner, 1. Utilise satellite mapping techniques to understand the infrastructure available in vulnerable populations and provide reports to governing authorities based upon learnings in similar population areas in the world. 2. To evaluate the Accessibility of Public Health Advice on Infectious Diseases among Vulnerable People 3. To enable crisis-related challenges, such as responses to natural and human-made disasters in search and rescue missions, as well as the outbreak of disease. 4. To open access to economic resources and opportunities, including jobs, the development of skills, and market information 5. To improve teacher empowerment in education

Over the next 10 years AI undeniably will be embedded everywhere. To any organisation utilising AI, alongside the purpose, really look for and consider the bi-product. This aspect could be easily overlooked, but it could have impacts way beyond the purpose of which the build was intended especially in areas such as healthcare. Keep it under review and be ready to evolve your strategy.

Most AI projects tend to be initiated by companies for value-creation purposes (decrease costs or increase profits/returns). Hence, most of the successful projects I have seen in using AI for vulnerable populations have come from either Academia and/or organizations with that specific mission such as AI for good typically with limited funding. Typically startup founders with a business idea to help the vulnerable population have a strong mission, understand the pain points and need to be supported by this organization. Being able to support them with funding and helping them develop a sustainable commercial model can be crucial.
