I think it's important to include a brief description of what is IMS and what is VoLTE. Namely, that VoLTE is a service that uses IMS technology to provide communication services over LTE. It is also important to mention that the same IMS infrastructure which is used to provide VoLTE can simultaneously be used to provide VoNR (AKA Vo5G). I also agree that new and improved communication services can be provided via IMS much easier on 5G due to it's high bandwidth and low-latency characteristics. I don't see, however, how 5G improves handover or roaming (from what we had already with LTE), giving IMS capabilities it didn't already have through LTE.

I share this same view point, however, it seems that most IoT and "non-phone" device vendors shy away from incorporating an IMS stack on their IoT devices because they also want to provide the core application that drives the devices (instead of using network-provided capabilities) and others claim that the IMS stack is too heavy weight for the devices.

One of the biggest roadblocks for IMS is the availability of phone terminals. Most of the networks which have yet to offer VoLTE service, even though they may have an LTE network, haven't done so because VoLTE-capable handsets aren't common among their subscriber base. That problem is compounded by VoLTE handset vendors because they often block their devices from signaling support for the technology to the network until the network has undergone a homologation activity with the vendor.

6 Future outlook

IMS and VoLTE are not static technologies, but rather evolving and adapting to the changing market and technology landscape. As 5G, IoT, and AI continue to grow and develop, IMS and VoLTE will also continue to innovate and improve to meet the new challenges and opportunities. Despite the roadblocks, every operator that wants to continue to offer roaming service to their subscribers, particularly in major world markets such as the USA, must deploy IMS because that's the required technology to roam into those markets as 2G/3G networks have either already been shutdown (as is the case in the USA) or are close to being shutdown (e.g. Australia). Therefore, the outlook for IMS technology adoption is indeed bright.
