How can GPS and GIS be used together to improve emergency response?

I would really say that in modern warfare, GPS is the reconnaissance plane, while the GIS is the artillery bomber! While the GPS helps to locate (coordinates) where an incidence of interest to emergency response units has occurred (answering the "where question"), the GIS helps to give meaning to the incidence that has occurred, by giving the incidence perspective. The perspective in this case is the nature of incidence, magnitude, when it occurred, how it relates to other factors that may have an influence on the incidence, etc. The GPS and the GIS therefore combine to generate spatial outputs that support timely and effective and inclusive decision-making.

AI enabled IOT device integrated with GPS and GIS back end can be very helpful during medical emergency. In case of Heart failure or store a single button press can trigger a medical attention with precise location to travel and to approach near by hospital

As someone who uses GPS for geological mapping and data collection, I can attest to the transformative power of this technology. GPS locations and GIS are very crucial during emergency response. This is because GPS provides the precise locations on where response is needed. With advancement in the smartphone technology, GPS locations can easily be shared through social media and messaging platforms. Through GIS, maps can be developed showing indicators such as roads, towns, hospitals and climatic data such as rainfall variability, topography and other parameters that would guide the response team in making informed decisions.

GPS is all about locations. Most emergency response vehicles have GPS and send that data back to the communications/dispatch center. This collection of coordinates allows a broad vision of response capabilities and helps keep responders safe by tracking their location and knowing their assigned tasks. GIS is about the analysis of spatial data. Using street networks, GIS can analyze response capabilities or help resources find callers in need. Using the locations of past calls, GIS can forecast future demand locations. Using community risk factors from demographic attributes in census data, the level of risk or potential impact on communities from disasters can be understood. These are two very different but complimentary technologies.

GPS data integrated with our GIS software has helped our water company limit the amount of leaks we have as well as the time it takes to repair leaks. In an emergency response it is important to get our water to customers and the fact that we know where our water lines are because of the GPS data, we are able to minimize water loss and get everything up and running again with great efficiency.

Modern GPS devices are small and very low cost and are becoming an integrated component in many devices. In phones and cameras provide geo-referencing of photos. In handheld radios, phones and cars, for emergency calls and real-time positioning on the map. In IOT sensors and actuators, can give early warning of events in disaster monitoring, for example of rise of flood-water levels, fire, earthquakes, etc. GIS technology is used to build dashboards displaying the data received, and analysing areas of impact, populations impacted, roads and general mobility surrounding the events observed. GIS technology can also be used to manage teams on the ground and manipulating IOT actuators that respond to these events.

One example of using GPS for emergency response is collecting and sending geo-tagged photographs. First responders can quickly provide both a visual of the conditions that they are encountering as well as where those conditions are.

As a professional surveyor and after having been a contributing part of the creation of the GIS of the Municipality of Bayamon, I can affirm the versatility of tools such as QGIS. Even though the integration with Esri's ArcGIS was a later one, at least during the natural events of Irma and Maria, QGIS was a key tool in the deployment of data for decision making. Information such as geopositioned photos were decisive in the search for possible victims. Likewise, tools for the use of drones such as Pix4D allowed us to enrich the databases with the determination of quantities of debris left by these atmospheric phenomena.

Emergency response success depends on getting the right resources to the right place at the right time. GIS is a superior approach to knowing the places where resources may be needed. GPS can provide real-time information about the location of resources and incidents. Combined they facilitate preparing, dispatching, and incident command and control.

In addition to that, GIS can also help mitigate the disaster with good evacuation route or create alternative if some access are closed. Another example would be Tsunami Early Warning System. Using GPS in buoys could help detect if an Earthquake has tsunami potentials and warns the residents to evacuate with route calculated with GIS.

Using GPS and GIS in emergency response faces challenges such as reliance on satellite signals, prone to disruption in dense urban areas. Rapidly changing environments during emergencies can render GIS data outdated, affecting response effectiveness. Limited interoperability between GPS and GIS systems among agencies hampers seamless collaboration. Real-time data updates are challenging in dynamic situations, requiring constant efforts for accuracy. Addressing privacy concerns related to location data collection is crucial for building public trust in emergency response efforts leveraging GPS and GIS technologies.

Emergency Responce Navigation is a specialised skill and requires more than just following an electronic map blindly. The limitations & common pitfalls must be known and planned for. Printed maps with both coordinate grids & location code grids overlayed are an essential backup to electronic systems. Some location code systems like what3words do not contain areas and so cannot support grid overlays and are therefore unsuited to emergency responce. Furthermore, it must be understood that location intelligence is not the same as navigation intelligence & emergency responce navigators must know the difference.

A common use case of GPS and GIS based emergency response is Vehicle location tracking, some of the practical challenges are: 1. Tampering of GPS tracking devices after vehicle theft / captured. 2. False Long Lat / Long Lat Jump due to Cellular n/w GPS n/w issue. 3. Cellular n/w availability in some areas. 4. Cost factors.

With GPS and GIS based emergency response challenges include: 1. Location and signal 2. Communication between the device and the control centre 3. GIS data - the data of roads and POI's on the map. Shortest route is not available to the drivers and also its possible that shortest route may not be the best route. Hence, the drivers should be aware about the best route option based on real time traffic data. 4. Intelligent Traffic Management System (ITMS) and Vehicle to Infrastructure (V2I) or Vehicle 2 Vehicle (V2V) is not available all places which can greatly improve the efficiency and speed of the ER vehicle.

One of the key issues is data accuracy, as the reliability of real-time data feeds can be affected during crises. Moreover, interoperability and data sharing can be hindered by varying GIS platforms and data formats across agencies. Ensuring that all responders are trained in the effective use of these tools can also be a hurdle. Lastly, maintaining up-to-date GIS data in fast-changing disaster scenarios can be demanding. Despite these challenges, the benefits of GPS and GIS in emergency response significantly outweigh the drawbacks, ultimately saving lives and aiding in effective disaster management.

In my experience using GPS and GIS for emergency response, there are areas for improvement. We need better ways for different systems to share data. Data accuracy and consistency in real-time situations should be a priority. Also, more advanced tools and training for responders can make a big difference. Lastly, using new technologies like AI can help us plan better for emergencies. These improvements can make GPS and GIS even more effective in emergency response.

Data sharing is at the heart of improving the way GPS and GIS can impact not just response, but risk mitigation AND recovery. We have so many disparate systems capturing one small piece of the puzzle that the ability to combine these different attributes into a single common operating picture is critical. That data also must be able to not just be ingested and displayed but then packaged and sent to multiple field tools. Availability of that data in the ops center is one thing but the power lies in getting that data to the front lines of any situation.

In my opinion GPS and GIS can be improved by adding #AI and / or #Datascience to the equation and or Satelite information. For example using to improve predictions to use kriging, Interpolation or Neural Networks in emergency response scenarios. These things done in advance can help to understand what if Scenarios before disaster scenarios hit. Imagine the ability to use GenAI for example on radio chatter linked to spatial and satellite information, predict patterns in real-time and improve the emergency response and the actions to flooring or wild, fires or volcanoes.

Having spatial data standards and adherence to them can ensure data interoperability and eliminate the need for further data manipulation to make it usable in the GIS, by saving the time for data reformating or manipulation, timely decisions can be made and prompt response made in case of emergency situations.

Effective emergency response is crucial for saving lives and minimizing damage. Global Positioning Systems and Geographic Information Systems have emerged as indispensable tools for emergency responders, providing critical location data and situational awareness. However, there remains significant room for improvement in utilizing these technologies to their full potential. Enhanced GPS accuracy is crucial for emergency response. Integrate GPS with building plans, utility maps, and sensor data for a comprehensive view. Develop user-friendly mobile GIS apps for real-time situational awareness. Use predictive analysis to identify potential emergencies and mitigate risks. Standardize data sharing across agencies for improved coordination.

Adding potential threats to a shapefile/layer Create an app to assess threats on behalf of the world population so you may match a risk algorithm vs any disaster. We've created many disaster follow-up and layers, but no threat layers. People may just take a picture of what they consider to be a threat and the gps location (a broken window in any building, a broken tile, a hole in the ground, a fallen tree, etc...) And setup the threat scale to compare vs the risk and disaster layers.

A safer way to combine geografic information from the field with a GIS can be trough drones and the spatial data we could recreate by images taken by a drone. In this case we can have a lot of different data without putting any human at risk.
