How can GIS help disaster managers assess the impact of floods?

I agree completely with the statement; GIS can easily incorporate hydrological models that can be used as a important tool for insurance or for governments that want to create a state-of-art forecast when unusual events occurs or in the middle of the hurricane seasons, etc.

Again, I agree completely with this statement. Notice that flood events that occurs due to extreme event not only could produce substantial damages in the low part of the watersheds, but also can determine important erosion processes that can alter the response of the watershed to new events, extreme or not. Monitoring the status of the watershed with GIS before the hurricane or rainy season (depend on the region considered) could help to evaluate the damages and to provide a powerful tool to identify management or restoration priorities.

As I mentioned previously, one of the most important benefits to use GIS as a tool to determine the watershed status is the capability of combine different elements and statistics to create scenarios showing vulnerabilities. For those like me, working in erosion control and restoration, to have access to tools that can create virtual scenarios help tremendously to illustrate clients about the needs, the pros and the cons of the BMPs, as well as the effect that some management practices could produce before to installed them. One issue in particular would be the analysis of the scenarios that we are going to experiment in the near future with the climate change and the sea level rise...

We used GIS in the FEMA Public Assistance program in South Florida in 2005. We were able to separate damages from Hurricane Katrina(more water damage) vs following Hurricane Wilma(more wind type damage) so FEMA could ensure no duplication of benefits.
