Siempre y cuando haya un clima adecuado, lo cual suele no ser necesariamente lo real u optimo, pues en el sector público al menos en Perú, no siempre el líder o lideresa es el o la idónea(o) porque más del 90% llega por cuestiones personales, más no por aptitudes profesionales.
