There is broad diversity in academia. Research universities that grant the Ph.D. place a much higher priority on publishing funded research. B.S. and M.S. granting institutions place a stronger emphasis on teaching, while still requiring publishable research. Two-year colleges, for the most part, have high teaching and service expectations, but lack facilities or bandwidth (for you) to conduct research.

A Ph.D. degree in Civil Engineering is required to teach at institutions that grant B.S. or higher degrees. An M.S. is sufficient to teach at a two-year college. If you have the appropriate degree, you will need credentials in teaching, research and service. For teaching, contact local institutions and ask to teach as an adjunct faculty member. The pay is minimal, but you will gain experience with the necessary teaching skills: preparing a course syllabus, creating assessments and exams, grading, office hours. For service, get involved in leadership roles on committees where you currently work. That will be enough. Research requirements vary widely - you will need some publications (a lot for a research university) and fundable ideas.
