Make sure what you're using does what you need and that you don't have to jump through hoops just to get a list of participants or distribute a certificate.

An initial assessment of learner's requirements is going to enable the employment of different teaching methodologies, materials and technologies that satisfy the different needs and reach the required learning outcomes using technology (LMSs features) as an assistant.

Planning resources is one of the most difficult tasks. From company's perspective, it is always your responsibility to minimise the finances. So for planning, it is always you have to prioritise which task is more important and which is not. So while arranging the resource, try to get focus which content is more important for you. For content, try to get as much from your resources, if it is possible as a leader try to write the content on yourself at utmost necessity. In this way, you can focus on planning of content as well as strategise for the process as well.

In my experience, in the presence of a strong institutional need and commitment from leadership, creativity and percevierance are as important as the technological reasources. If you have minimum resources, the above will build the necessary resources over time.
