I am currently being taught to build with GIS by Dr. Joel Helmer with ArcGIS Online and ArcGIS Pro at Concordia University, Nebraska. Aside from classes, there are textbooks and manuals available that teach the basics of GIS. Anyone can get started with the resources that are readily available today. ArcGIS Online and Pro have plenty of practice projects you can complete to increase your skillset and confidence in this incredible, highly employable tool.
