Those requirements are essentially driven by laws and business standards that must be adhered to in order for the firm to be able to offer services like electronic payment processing (PCI). Cybersecurity is all about limiting an organization's exposure to risk in the form of attacks against the Confidentiality, Integrity and Availability of its infrastructure and service offerings. IT managers are not only the stewards of technology they are also responsible for ensuring there are durable and accountable processes in place to ensure the business can successfully execute its mission.

Risk has no power once it has been quantified, acknowledged and owned by a responsible party that will own a particular risk. Show them how they will gain new skills, how they will become even more marketable, the career opportunities internally that will be unlocked through this technology. Show them a future state skills matrix and org chart and help them see themselves in it, help them see how their day will get better and they can take on new challenges.
