Build the relationship by 'interviewing' all your stakeholders. There is no good next steps if you don't know your stakeholders, what's important to them, how they like to be communicated to,... Yes, this is basic Change Management, and you'll only be able to create your communication plan based on those interviews, but it's basic human relationship building as well. Be personal, be physically in the room with them for the interview, or at least on camera when it's virtual.

You interviewed them, you analyzed their answers, now you know how they like to be communicated to. Look on Internet/Youtube for the 'Platinum rule': the golden rule is treat someone else like I'd want to be treated; the platinum rule is treat someone like they'd like to be treated. Communicate with your stakeholder how they'd like to be communicated to.

By interviewing your stakeholders, communicating like they'd like to be communicated to, share valuable and relevant insights, and so on, you're building trust. Don't think "I need to build trust now", this won't work; it needs to come through your actions and reactions to what your stakeholders provide you.

Involve your stakeholders as soon as you can, that's a given, but even if you can't involve them early(ier), start communicating about the project the minute after you're involved in the project. You'll make them curious, informed & engaged, and when time comes they'll jump on your project with great pleasure, full of ideas & potentially even prioritizing them above others.
