User training done right, is the single best way to increase security culture in my opinion. To recieve the full benefit of user training, you have to make the content engaging. Make it fun for the users, making it a game or some such can help alot with this, and give small reward. Get the users invested in the security of the business, when training them make sure they understand whys of what they are doing. Explain to them how this could impact them, impact customers, friends, coworkers, and how to spot the issues. When a user understand why something needs done, and can see the vision they are much more likely to get on board and help spread steering the ship the better direction.

Training the people who will be on the network of ways that they can help keep the network strong is key. Make a solid policy on certain things and enforce said policies. Do tests like phishing email tests.
