One thing I have found helpful is to define the performance metrics during the RFQ process. This way the expectations are clear even before the project starts. Suppliers will know how I am going to measure their value and performance. I also revisit the metrics during the project kick-off call. A metric like material delivery times are also built into my payment schedule to hold suppliers accountable.
