Everyone has read about the hugely successful implimentation at Google of OKR's. If not leaders watch some youtube. Its freakishly awesome. Personally, metrics need to be simple to impliment and WANTED. That is managers will want them and staff will work effectively with them. Then you get to see how each component part feeds up. But there are similarly many businesses without these measurements that can be successful. The businesses goal (e.g. if well defined or not) and age / stage can be big contributors to success with performance metrics.

How to make sense of this data, is compare it over significant periods of time - but also to share the learnings. Bottling up this knowledge only for senior management to umm and ahh won't actually turn insights into action. There may be other issues the numbers are simply not explaining well. And then ownership. Someone needs to own the data and decision making that has a deep understanding of what is happening.

Some businesses and managers use data to simply defend their decisions. Actually data can be quite backward looking, so its important to also balance decisions made with data with 'good gut' decisions. These gut decisions need to be measured too. But less analyitcally, more understanding 'do we have a good environment to make gut level decisions' or ' how have these kinds of decisions worked previously' and ' what might be the possible issues'... Sometimes data is all thats needed to make good decisions. Often its a mix of understanding and the data and othertimes its just gut.
