I agree that clear expectations are the foundation to creating the right safety culture. However the messenger is also as important as the message. Establishing what the expectations are, needs to come from the highest levels, especially those the front line respect. The trick then becomes that the reinforcement of those expectations ideally would come from peers. Safety has to be everyone's role. When you have employees looking out for each other, it's amazing.

Culture is critical. Enforcement means that there is a resistance to the safety requirement. Engagement is culture. Cooperative not combative.

Organisation must clearly communicate what it expects from an employee regarding HSE. It starts right from setting up the job description/responsibility of engineering and setting up their KPIs. The performance linked pay shall also be linked with site HSE performance and HR shall document everything (safety efforts/ walkdown, etc) for discussion during appraisal process. This way when site HSE performance gets reflected in individual performance and progression, employee will be more conscious of its action related to safety. Appealing for safety to one's morality will not work much rather appreciating/depreciating employees for visible effort in safety will.

This practice not only acknowledges their contributions but also demonstrates the organization's commitment to extensive safety.
