In a personnel operations environment, workload is often distributed based on a who is servicing which office. That is each specialist or technician is assigned to a specific program. This, however, can result in workload imbalance as some offices are larger and busier. There is a natural tendency to over task more productive workers. One solution is to just assign case-work as it comes in, rather than assign it based on what office sent it. That way the work is distributed evenly. You do lose some continuity in offices have "their own" service team. But, it has the advantage of being fair to your team members and it also can improve workflow by preventing backlogs.
