It's critical to create a basis of open communication. Often subsystems are placed in opposition to each other in ways that some parts of the team can see it and others cannot. It is the worst systems engineering outcome when one subsystem handles a component or interface in a way that costs twice as much as another subsystem with half the cost or risk to fulfill the same requirements. Given this is true, it is also important to understand when a subsystem lead feels their territory is threatened and is in a weak position. As in all communication situations it is important to remind the players that the outcome is the goal, not just their own part. This is the biggest failure of siloed groups in large companies.
