In my opinion it's better to gravitate toward this at the beginning of new functionality inclusion, reason being if we are trying to include functionality into existing design which might take a lot of re-work in spite of which the first impression from users is "Phew getting this to work will give me a headache". Such aspects may be hidden and do not often surface from customer needs/interviews alone unless probed and or reviewed against past experiences
