Imagine the situation where the project is underway. And due to unforeseen circumstances, both budget and time become limited. This is hardly the time to "streamline" processes. I would say almost the opposite - stick to only the most essential process elements required to get high quality product out the door, focused on business and customer priorities. After that, in the review and retrospectives, discuss what small, incremental improvements can be made for the next iteration, until the budget and time situation improves. And a very big focus should be on: 1) Process automation 2) Decision oriented metrics

Managing trade-offs is key when working with a tight budget. To do this, trust and communication must be at a high. The consistent communication will slowly break down walls between team members and create a comfortable environment where healthy discussions can be had (between stakeholders or scrum teams) and thus negotiations for feature trade-offs can be made efficiently!
