This means being both involved and comprehending the strategic goals of the corporation but also having the in depth understanding of the impact on and requirements of those involved in the tactical implementation. Specifically, resource and training requirements, capital planning, and the establishment of an organizational knowledge base sufficient to succeed. Listen to what is being said, what the concerns are and involve all stakeholders in developing solutions. Then prioritize.

Here's something to consider. Don't limit your delegation to only your best pick. There may be hidden gems within your organization that you are unaware of because no one gave a person a chance to shine. If someone volunteers, give them a try, they may surprise you.
