In New Zealand, every development should undergo a preliminary risk assessment at resource consent level. Most councils have facilitated hazard maps, where everyone can check if the property is subjected to any major hazards including flood, tsunami and liquefaction etc. I believe it is a great initiative to plan any development at the conceptual level.

I agree, there is a return period for natural calamity whether it's an earthquake, flood or tsunami. Keep that in mind while designing any structure in any of the above mentioned scenarios.

Sustainable efficient stormwater management systems are a must to avoid urban flooding. This occurs as a result of increased impermeable surfaces due to urbanization. One method to avoid this would be to consider stormwater neutrality. That is to attenuate stormwater below pre development levels prior to discharge into receiving environment.
