This happens all the time, where someone wants to 'move up' but doesn't know what role they are interested in moving up to or how to get there. I always recommend to look for a person either in your company or in another company that you can speak to about their role. If you're currently a network administrator or NOC technician, look towards your engineering group and speak with some of them. Most people enjoy talking about their work, so feel free to set some time on their calendar and ask them some questions about what their position is like and what actions they recommend to prepare you for that position. Using this information when speaking with your boss will show your preparedness and drive and help support your case for promotion

This is a key mistake I've seen a lot. Staff will talk about their goals for promotion during their annual review and then not bring it up again until their next review. This isn't to say you should be a pest, because bringing it up too often and without cause is also a mistake. But make sure you keep the topic alive in your regularly scheduled meetings with your supervisor and make sure to report on the progress your making towards fulfilling the learning requirements for your target next position.
