From my own experience, both as a recipient as well as a provide, timely and ongoing performance discussions are essential. When I've experienced the "annual performance review" process, I see bias towards activities over the preceding 8-12 weeks and missing a large part of the year. Rather, if feedback is constantly provided, it provides opportunity to keep everyone on track and then the annual review is simply a recap of prior discussions. Think of an evaluation in terms of driving a car... do you constantly adjust the steering wheel based on road conditions, or do you hold a fixed direction until you are off course and possibly in crash mode? Constant feedback incorporating real time information, is more valuable and avoids memory bias.
