When working with a vendor, it is key to st them upfor success. Build your scope and an acceptance criteria parallelly and model it internally. By doing so, you can train the vendor accordingly. Clearly outline penalties along with scope & acceptance criteria in our SOW/contract. Have open discussion about the same with the vendor you are going to engage. Approach the vendor as an extension of your team. Lauding it over them that you are the client does not / will not help.
